Title I, Part A

Overview

Title I, Part A of the Every Student Succeeds Act (ESSA) provides financial assistance to states and school districts to meet the needs of academically at-risk students. The goal of Title I is to provide extra instructional services, resources, and activities that support students who are identified as those who would benefit from Title I services the most in order to meet the state’s challenging performance standards in mathematics, reading, and writing.

Title I, Part A ensures that students who demonstrate a need for extra educational assistance receive addition support and interventions through the use of Title I funds. Schools may use the funds provided by Title I to hire additional teachers and/or paraprofessionals, provide additional training for school staff, purchase teaching materials, and host parent and family engagement activities. 

Procedures & Notifications

  • Any individual, organization or agency (complainant) may file a complaint with the Catoosa County Public Schools (attention Gina Haynes) if that individual, organization, or agency believes and alleges that any school or agencies is violating a federal statute or regulation that applies to a program under the Title I, Part A of the Elementary and Secondary Act of 1965 (ESEA). The complaint must allege a violation that occurred not more than one year prior to the date that the complaint is received, unless a longer period is reasonable because the violation is considered systemic or ongoing.

  • To comply with federal guidelines, districts that receive an allocation of more than $500,000 must reserve at least 1 percent of their total Title I, Part A allocation (plus transfers) to assist schools with parent and family engagement activities. The Catoosa County Public School System pools all of the parent and family engagement allocation for district level parent and family engagement services. For the 2026-2027 school year, the Catoosa County Public School System would like to use this allocation to fund a District Parent & Family Engagement Liaison. This will not impact the school’s ability to use their Title I budget to support school level parent engagement activities.

    In addition, school districts are required to solicit the input of their parents and families. If you do not agree with this CCPS parent and family engagement activity, please notify the  Director of Federal Programs, Mrs. Gina Haynes by Email or by calling (706) 965-2297.

  • The Parent Right to Know letter is an annual notice from public schools that receive federal funds that informs parents of their right to request professional qualification for their child’s teachers and instructional aides.
